The story between Amanda tanner in her whole role in this scandal becomes stranger and stranger. It seems she has been around helping since Olivia first came into the picture. Billy was on the other candidate's team while the two were running for President. As scandals continue to come out, but Governor Langston agrees to let Governor Grant win. At this moment, Billy had evidence of Governor Grant sleeping with a woman (Olivia Pope). Without a identification on the woman Billy used Amanda to pin the scandal on. This was all an intricate plan to soil the Presidents candicancy by Billy. Yet, Billy still doesn't know it was really Olivia Pope on the recording. I have to question Billy's motives, since his campaign had lost two years ago, what is he getting out of all of this?
